We have a vendor using Okta for auth and I don't see an application in Okta to login to Okta for a customer instead of ourselves. Does this exist?

There are a different ways to do that, depending on what you are looking to achieve.
For SAML and Provisioning you can use the Org2Org application from the catalogue, you can configure only SAML if needed, but it also has provisioning as a feature. Documentation below:

For just SAML and JIT you can also use inbound SAML, with this type of configuration you would setup and IDP config in one organisation and a custom SAML app in the other Okta org. For this you can find the documentation below:

For SWA, where the plugin just pushes the credentials you can create a few type of applications, please find the doc below:

Thanks @paul.stiniguta1.508386743840768E12 (Okta, Inc.) . Unfortunately, we do not have a relationship with the company that would allow org2org connections. We have over 300 applications (mostly SWA like a password manager) we have custom built of all types (template plugin, OIDC, SWA, SAML) this is the first time we have run into an org using Okta for client login and I am simply looking for which Okta application will log into Okta based instances as none of the options I have reviewed work for me.
Hi @DavidB.70983 (Customer) I have further looked into this and usually you can setup a SWA for an Okta org, however in this particular case it seems it is not possible. This might be because of additional feature that are enabled for this customer that do not allow SWA to be done.
You could open a case with Support for a more in-depth explanation.
