We have a developer okta environment along with a production env, we have recently rolled out a application in dev account which requires tech team users to login to dev env.
Do we have any limit on creating users?
We also do not want to exceed our current price plan.

Developer orgs are limited to 200 users. However if you have a Preview environment there should not be this limitation there. I would advise to discuss with your Account executive and they should be able to provide more clarifications on this matter.
