What are the limitations of a developer account with respect to SAML, OAuth and OpenID Connect features - when compared to the paid / enterprise accounts ?

For example

 

In SAML, there is a option to "Encrypt Assertions" - Is there any limitation that it is not supported in Developer accounts but available in the Paid / Enterprise accounts ?

 

Not just limited to the above, I would like to know the comparative list of features with respect to SAML, OAuth and OpenID Connect features - when compared to the paid / enterprise accounts ?
