We are working on an application for a Government Agency which requires the use of a Customer Identity solution.
As per this page - https://www.okta.com/solutions/public-sector/department-of-defense/, Okta offers Customer Identity products that are compliant with Impact Level 4 (IL4) and IL5 environments.
Also, as per this page - https://www.okta.com/free-trial/customer-identity/, Auth0 is becoming the Okta Customer Identity Cloud.

At this time, Okta does not provide a regulated instance of Auth0 for Department of Defense customers that require IL4 or IL5 compliance.

Is there separate documentation related to the features of Customer Identity Solution (CIS), its SDK and the REST APIs or is it the same as Okta Workforce Identity?
How does the TIBA know how to connect back to Okta when there’s internet?

TIBA is a collection of microservices that can be run in any customer environment, including networks that may become temporarily disconnected from the internet. One of the microservices in TIBA is a gateway, checking for connectivity to Okta. Applications in the remote/disconnected region are all pointed to the gateway as their Identity Provider. When network conditions are favorable, TIBA’s gateway leverages the full functionality of Okta as the Identity solution. When network conditions are not favorable (or when users manually place TIBA into disconnected mode), the gateway uses local Identity microservices to meet these requirements.
What Okta products are included in the TIBA?

There is no Okta functionality embedded within TIBA. Rather, custom connectors were built into the TIBA microservices that communicate with Okta through standard protocols such as SCIM and REST. Okta seamlessly integrates with TIBA to facilitate the use of Universal Directory (UD), Single Sign-on (SSO), and Lifecycle Management (LCM) when TIBA is connected to the internet.
