Hello, Our infrastructure team is trying to set-up Cisco ISE via Azure AD app for staff WiFi. Issue they are encountering is related to MFA. As we use Okta for our identity management / MFA and push accounts into O365, the contractor / support they are using think the issue is with Okta MFA. Has anyone managed to get this configuration to work and how?
So our infrastructure team indicated that Cisco ISE is returning a message about the password is wrong. We are O365 environment is federated with Okta and have Universal Sync enabled as well.

The cause might be in the Azure AD conditional policies. Have you already gone over the documentation Okta has on how to use Okta MFA to satisfy Azure AD MFA requirements for Office 365?

Yes, already reviewed and enabled Okta MFA to satisfy Azure AD MFA requirement for O365.
I this case I would recommend to Open a case with support to get a more in-depth troubleshooting session and assist with the setup review.
