Organizations using Okta IDP required to purchase Azure Active Directory (Entra) P1 license

I've been advised by more than one Microsoft Reseller Partner that when using a 3rd party ID provider my organization must also license Entra Premium (P1)...the so called "Microsoft Tax". There is scant documentation on the Internet regarding this though I have found very minor references. Can anyone attest to this requirement and or point me to a document somewhere that would provide independent guidance?
