talks about the feature for adding a cron schedule for user import. However, I cannot find the extra settings in the import page they are talking about. Could you point me to the location of this once the feature has been enabled? Please and thank you.

This type of feature needs to be enabled by Support. If you have a paid account with Okta, you would need to open a case with Support and request this feature to be enabled on your tenant.
