After we have migrated from Okta Classic engine to Identity Engine, during User Activation flow, end users are being prompted with password setup page and Okta verify screens and we are not able to suppress these pages.
We have implemented Password only authentication for application but still Okta is enforcing Users to enroll into Okta Verify during activation process.
Please let us know if we have a way to hide these 2 screens in User Activation flow.

User Activation might be handled via API, as for the Authenticators (Password, Okta Verify) enrollment might be handled via a reconfiguration of the enrollment and sign-on policies.

That being said, while I was looking into this, I’ve noticed that you have already opened a case with the Support team.
