Hi, I read around about this error and I was able just to find a single post indicating that it might be Okta Workflows backend failing.
In my case I'm getting randomly not only on Wait For cards but also on text to date cards the error "Canceled: oneshot canceled" of course the data is not relevant since they are correct and can reexecute.
This case for me is catastrophic because I built my workflows all around the trust that Okta MUST not fail and I when I got this error once I said it's fine and hopefully won't happen again but it became now unpredictable and I just can't rework all my flow to wrap them in If Error to get reporting, neither Workflows has the functionality to globally report errors with a single flow.....

Reviewing this issue internally, this seems to be an known issue which our Engineering team is working to fix. The internal ticket OKTA-683465 should be fixed soon, I would recommend to keep an eye on the release note and see when this will be released.
