I tried upgrading to To Okta Identity Engine, but the UI instructed me to contact customer support. After contacting customer support (1-800-219-0964), they instructed me to post a question here.

Hi @User15857073153812125916 (Customer) This org is a developer org, and as such it is created as a "child" of a parent org that is used as a template, of sorts, for all the developer orgs created. Before you can upgrade to OIE, you need to have support break this "parent/child" relationship for the org. There is no risk in doing this & it will not impact the functionality of your org in any way. Support should be able to do this for you.
