In the last several months, I have had two reports of people who work overseas not being able to register accounts on Okta Verify (mobile). One was in the Ukraine, and the most recent one was in Istanbul. Neither person had a problem adding their account to Okta Verify when registering on our production site (classic engine). The issue only occurred in out preview tenant (identity engine). The most recent person (Istanbul) would log in, was prompted to setup Okta Verify on their phone, but when they scan the QR code, the mobile app tells them that it could not add the account with an E6 error. As I understand it, E6 means access denied, but access to what? Is there something on the phone that the Okta Verify app needs to access?

It could indicate that something in the MFA enrollment policies or sign-on policies is not allowing them to perform the action. You could look into geolocation/ip zones settings.
