I set a federated case OKTA to OKTA and everything is working correctly. Still, when the customers try accessing our OKTA app via their OKTA dashboard, a pop-up asks them to set up an account to access our OKTA dashboard.
The only options are to add an account and not now, they have been using the not now option since there is no need for them to access our OKTA dashboard.
How can I disable this pop-up?

If I’m not mistaking, that prompt is caused by the Okta Verify for Desktop app in conjunction with the authentication policies you have in place on that org.
You will need to review you Global and App level policies to determine at what part of the login flow the user is required to use MFA and from there decide if the policy should be disabled or not in accordance to your security requirements.
I recommend noting the time of the login attempt, then reviewing the Okta System logs to perhaps identify the policy that was triggered when the user tried to sign in. That should make it easier than reviewing each policy individually if you have multiple policies in place.
