User lost his device which had the "Okta Verify app installed " and currently doesn't have any new device .
what's the alternate method to login .
Clicked Different way to set up "Okta Verify " by entering email
However its looping to the same page

Since the user does not have a new device, you should create a special Sign on Policy for the user and add as additional MFA Email or Security question, this way he will have the ability to use something else to authenticate. Please note that this is nor recommended on long term and we recommend to have the user setup Okta verify as soon as possible to the account.
