Thanks for contacting the OKTA Community.
As I can see the screenshot which you have attached in the request it states that don't have the proper rights in OKTA. For making the changes or to see the OKTA API Scopes you must have the super admin rights in OKTA.
Please raise this concern with your OKTA Admin and ask them to give you the proper admin rights for this.
