1. Is there a way to pass specific Okta attributes (claims) within the Okta Org AUTH server scopes?
For example, if I want to get a custom attribute from the profile scope, is there a possibility to do that?

Using the org auth server, no. You need the API AM SKU to support custom claims and scopes.
You could consider looking at the standard OIDC claims and re-using one of those for your purposes.
