We currently have our factor enrollment set to require SMS, and Okta Verify is optional. I want to allow users to select SMS OR Okta Verify (or other eligible factors).
Is this possible?
To require MFA but not select a single required factor for all?

For this you need to activate the authenticators which you want to allow users to use.
