Hi all,
I'm trying to find information on the delivery time and reliability behaviour for SCIM provisioning, especially as compared to event hooks. Does anyone know if there is any official documentation and/or performance guarantees for SCIM?

While the Event Hooks documentation somewhat touches on the subject,
I haven't been able to locate any documentation related to SCIM Provisioning, but if you are strictly looking for Provisioning, SCIM would be the recommended way to go.
I'll check in with the internal team to see if we can publish an article on the topic to have it covered in the future, but I won't be able to provide an ETA or make any promises as it depends on priorities and backlog.

What you missed: new product releases and other announcements
I've not come across any performance guarantees/SLAs for SCIM. While not SCIM related, I was told recently in a support case regarding Okta Workflows that there are no SLAs for performance. Unless you have a personalized agreement with Okta, I'm not sure there are any guarantees for SCIM performance.
If you want to do a bit more digging you might take a look at the following documentation and see if it provides you any guidance on this matter. https://www.okta.com/agreements/
Hopefully someone from Okta will chime in and provide confirmation regarding my answer but if not I would suggest you open a support case and ask your question.
