We are currently sitting on 3.13 and was looking to upgrade to the newest version of 3.16. Is there any known issues with skipping versions or is it best to do this sequentially? Any and all information is appreciated. Thanks.

There should not be a problem skipping a version, it is recommended to update your versions to the lates one because of improvements, new features or bug fixes.
