Importing and automatically activating new users
In the documentation here: https://help.okta.com/en-us/content/topics/users-groups-profiles/usgp-import-users-csv.htm*:~:text=Do%20not%20create%20a%20password,through%20an%20external%20Identity%20Provider.
It states to allow the option to "Do not create a pass and allow login via Identity Provider" you must ensure that "automatically activate new users has been enabled".
How do you enable automatic activation of new users?
Ultimately, Im trying to import a csv of new users using the import tool and I do not need to create a password for them.
Once you upload the csv file there will be another popup that has the 2 check boxes you are looking for. I've provided the text found on that popup along with placeholders showing where the checkboxes are located.

Click Import Users to start importing your users.
[Checkbox 1]Automatically activate new users
When selected, new imported users will be automatically activated.
[Checkbox 2]Do not create a password and only allow login via Identity Provider
Only use this option for users who will authenticate via an external Identity Provider. When selected, users will not be sent activation emails and will not set up an Okta password.
