When Optional Secondary Email is enabled, does an end user get prompted to add a secondary email everyday he/she logs in firsttime into OKTA or it will be only one time he/she will be promted and if skipped will never see that prompt again?

it seems only one time. you can disable secondary email. our customer all disable it.

Optional Secondary Email feature enablement does not prompt users to set it up, it just gives them the option to self-serve from their end-user settings page. More details here:

Just to add some additional clarity.
For account recovery options (SMS & security question) setup notifications, the user would be prompted the first time they login and if the choose to skip, they'll be prompted again the first time they log in the subsequent calendaristic month.
It's important to note that it's "calendaristic month" not every 30days, so for example if they first log in on the 31st of the month, the next day (1st of the month) when they log in, they'll be prompted again if they skipped it.
