Long title I know, but I have been searching for a couple days for a concrete example. Unfortunately there are pieces but nothing complete. I am testing using he Developer Edition. Would this keep me from being able to populate the user's groups in the returned token?

You might/will likely also need to configure a groups claim. We cover that in our guide here (there are two ways to do it, depending on the type of Authorization Server being used) https://developer.okta.com/docs/guides/customize-tokens-groups-claim/main/
