Is it possible to run a report of a Windows users group (not an Okta group) that will list all of the members, their primary email address, and the last login/authentication? I do not find that option in Okta under reports. I am only able to find an activity report for Okta groups.

There are various way you can pull last login info, via reports, API or more conveniently via the Rockstar browser extension, but filtering would be based on user profile attributes not "app" group memberships unfortunately.
As an alternative, you could pull both a group membership report and a last login report and compare the lists.
You can suggest a Feature Enhancement on the Okta Community page by going to the Community→ Ideas tab. Features suggested in our community are reviewed and can be voted and commented on by other members. High popularity will increase the likelihood of it being picked up by the Product Team and it being implemented.
