I want to export a list of all group members for each group in Okta to a CSV format. If CSV is difficult, I'm open to other formats as well. Please let me know if there is a good method for accomplishing this.

You can export that from Report page,
Or you can use Rockstar extension to export the list.

I couldn't find the Group Membership menu. Do you know if there are any specific conditions or display settings for it?
Regarding Rockstar, I have tried installing it. It seems that you can only export the members of the targeted group by navigating to the group's detailed page. Is there a way to export all members of each group collectively?
I checked the same menu, but it still doesn't seem to be displayed, so there seems to be some sort of display condition.

I also don't see the Group member ship option in reports for one of my OKTA tenet.

Yes, This is EA and you have to enable the feature under Settings--> Features
