I know you can upload .gif format. However, I have not had any luck with the gif animation actually working once I change the icon for an app. I would LOVE for this to work to draw attention to our Support Portal in particular.

Currently Okta does not support the option to use animated GIFs. You can suggest this on the Community page, go to Ideas→Post Idea. Features suggested in our community are reviewed and can be voted and commented on by other members of the community, therefore making it much easier for the engineering team to understand the priorities that you have for feature requests.
