Hello,
As title said, I am not sure, is there any way to exlude users with specific attributes to be imported to Okta from Google Workspace during scheduled import?

This is not currently supported, although I can definitely see the value in it.
You can suggest this as a Feature Enhancement on the Okta Community page by going to the Community→ Ideas tab. Features suggested in our community are reviewed and can be voted and commented on by other members. High popularity will increase the likelihood of it being picked up by the Product Team and it being implemented.

In the meantime, depending on the scale you are working on, you could consider disabling automatic confirmation for user imports.
The would leave the user in a pending state on the import tab, waiting for your confirmation as to what users need to be imported or ignored.
Unfortunately this is not ideal for large numbers.
