From what I've been able to dig up, this seems to happen when the user trying to be added via JIT is also trying to be added to a group that is not pre-existing in the downstream app.
If that's the case for you, make sure to create the group in the downstream hub org before attempting to JIT.

@Mihai Negoita - Okta (Okta, Inc.) - I can confirm that the group was already created in the hub organization. I have tried without adding the user to the group as well. The same error occurs.
@SunnyS.03946 (Customer) Understood. Then I recommend opening a case to have the Support Team work with you to get to the bottom of things and afterwards, if you can, please post the solution here as well for anyone else in the Community that might experience the same.
