I'm working on a process to deal with Staged user accounts that will resend activation emails to users whose original verification email would be expired. Based on Okta documentation this status should only occur for new accounts or account pending admin action. I found a user that has been around for over a year and has a value for "lastLogin" so they have made it past the account verification email at one point. That leaves "pending admin action" the only explanation for the state. How do I determine what action is pending for this account?

Pending admin action means even though the user has been onboarded, the user is not activated, so the admin has to perform the 'User Activation" manually.

Thanks for your comments and documentation links but I'm still missing details that will explain how a user would be in "Staged" status yet have a valid date/time set in their "lastLogin" profile attribute thus indicating they have logged in before. Wouldn't the fact they've logged in before prove they have activated at one time? How would a user who has previously activated get put back in "Staged" status?
