I used Okta API Services "OAuth 2.0 access tokens for machine-to-machine authentication" for authentication for my API.
I see I can create 1 client and max 2 client secrets per 1 app. I need dozens of secrets to distribute to different users.
What can I do?

You could also go the route of creating an app per user to easier manage them.
