    The report "MFA Enrollment by User" might get you what you are looking for. If you want to pull a list of all users along with what MFA they have enrolled and what ones they have not you can try the Powershell script found at https://github.com/gabrielsroka/OktaAPI.psm1. This is unofficial code so there is no support should you run into issues but I used it to to pull MFA for all our users before the enrollment report existed and found it very helpful.

    There is no report for this in Okta Classic.  

    You can leverage the API to confirm if a user has set up a Recovery Question (not to be confused with MFA Security Question) if that is one of the enabled options for recovery, but you cannot confirm via API if SMS was configured for recovery.  

    An easier way to pull the Recovery Question is perhaps achieved with the Rockstar browser extension for Chrome
