I'm curious if Okta has any internal retry logic in place for failed provisioning API calls.
Are there any related documents available regarding this matter?

While the calls will not be retried automatically, since you've mentioned Provisioning events specifically, any failures in this case will be recorded in the Okta Dashboard, will include error details and you will be given the option to manually select specific events or all events to retry the push.
