I am new to OKTA. I am trying to use OKTA for SSO with Oracle Commerce Cloud. I don't see an app in OKTA for Oracle Commerce Cloud. Do I need to create a new app? If yes, are there any pointers to consider while creating new app?

I've checked the catalog as well and it does not seem that Oracle has submitted an out-of-the-box app template for Commerce Cloud.
Looking over their documentation, it does seem to support SAML SSO.

This means that you should be able to set up a custom SAML app using the Okta App Integration Wizard.
That being said, you may need Oracle Support assistance for the details (ex. login URLs, ACS URLs etc) if they are not available in the Administration UI.
