For now, the user can select the any of the MFA delivery method which can be either SMS verification or EMAIL verification. But is there any way for the user to opt for both SMS and EMAIL verification so they can receive the verification cod through both SMS and EMAIL.

You can make SMS and Email as Required in authenticator enrollment policy .
Hi @40u97 (40u97) , just to add to what @b5n6c (b5n6c) mentioned in case you were referring to the authentication process not enrollment.
You cannot use both at the same time. It's going to be either SMS or Email when the user is being prompted for MFA.
