I see that you can export flows to JSON, as well as import a flow via the web console, but is there an API endpoint to import a flow? I'm wanting to see if I can setup a CI/CD pipeline for flows so we have better control via environments.

I don't believe there's a way to do this... could be a reasonable feature request at ideas.okta.com
Even if you could push your workflow JSON to an API Endpoint in Workflows, I'm unaware of a way to import flows programmatically.
We have Version Management on our Product Roadmap which will hopefully address some of the issues you're facing.
