Hello,
I have several of the following type of rule. The rules work but there is a problem. Once the rule is created, I can edit the information outlined in green in the image below. The area outlined in red I can't edit.
Other rules I seem to be able to edit with no problem.

Also for your specific issue see here Edit Group Rules, it states "Change the rule settings or modify the list of excluded users. If you want to change the groups assigned to the rule, you need to delete the rule and create a new one."
