Why does a user Become Unsuspended after the import process?

Are you importing from a profile source? If so, you may have that configured to take place if the user is deactivated in the source application.
For instance, in my Workday settings, under Profile Sources > Workday > Provisioning > To Okta > under “Profile and Lifecycle Sourcing” there is an option for “When the user is deactivated in the app [Workday]” and my options are suspend, deactivate, do nothing. You may have “suspend” selected, but it is possible you want some other action instead which can be changed and saved from there. Directly beneath, you have the option to allow them to be unsuspended (seen above) when they are reactivated in the app.
