    From what I've seen in the past, the reason behind the error was a conflict of permissions of your admin account versus the target user, which had an elevated admin role.

    You might also want to try reseting the MFA via API if that's not the cause, if you have the proper access and need to get the user unstuck.

    Concerning the error message it still persists, the user does not have an Admin account.
