I would like to know recommended factors that should be used for authentication.
Which is Okta's security recommendation between Phone or Okta/Google authenticator as primary authenticators?

Okta would most likely tell you that Okta Verify is the most recommended of the available products out there as it is their product. I have used it and frankly if you do not already have an MFA solution in place, it is a great option. Other options include Google authenticator, Duo MFA, etc. In addition to the obvious cost of using an addition MFA tool (Duo, Google, Okta Verify, etc.) there are also cost considerations when choosing SMS/Voice Call as well, so keep that in mind.
If you are running OIE, then Okta FastPass is another great in-house, passwordless option as well.
