Can we get the workflow diagram or document when a user changes AD password in okta, how will okta writeback the password to AD without Okta AD password sync enabled.

Workflows is a specific product and has no direct integration with AD.
I recommend re-posting this question to a group that deals with AD integrations (Such as Directories). However, I would say based on the documentation for Password Sync:

The feature needs to be enabled to "push an Okta password to AD".
