I would like to know if anyone has implemented this on their Okta org. Users are created in Microsoft Dynamics and need to be provisioned to Okta. Inorder to provision users to Okta, can I add an Identity provider by following the steps in the article here- https://help.okta.com/en-us/Content/Topics/Provisioning/azure/azure-identify-identity-provider.htm
Or is importing users from the csv the only way to create users in Okta.

If you are setting up an IDP within Okta, you can setup JIT and new users will be created at login, this would be one option. If you do not want to set this up, you can import them via CSV.
You might be able to create a SCIM app that would have provisioning settings for this or you can use the Office application for this. In one of my test environments, after creating the IDP for Azure I was using the Office app for deprovisioning and that worked fine.
