Because okta's logs only have a three-month time range, I want to export logs under all applications regularly and send them to a certain mailbox through the automation of workflow in okta. How can I do this?

If you do not have infrastructure/services to ingest log data and are wanting to build out some ad-hoc solution it is possible with the Workflows product (or a custom program using Okta System Log API https://developer.okta.com/docs/reference/api/system-log/)
For Workflows you could create a schedule. Lets say once a week and gather all system log data for that last week. Stream each returned value to a Helper flow then write out the values to a table you pre-constructed.
Then on the flow with the schedule once the streaming card has completed you would Export the content of the table to CSV. Email it. Then clear the table.
However, there are limits to Workflows both running flows and tables you would need to take into account:
