Hi Okta Community Team,
I am facing an issue where I am unable to see any applications for any of the user (including me) through my admin ID. I am attaching a snapshot of the error, please help me in resolving the same.

Hello @ktjoy (ktjoy) Thank you for reacting out to our Community!
The culprit at hand might be the level of admin you might have, I was able to replicate the same behaviour with Application admin and one specific application that was not assigned to my user.

Hi @paul.stiniguta1.508386743840768E12 (Okta, Inc.) , I was able to rectify the issue by cross matching the settings with one more admin person (who has access) and got to know that I was not assigned the "Super Admin" access, and that's why it issue was occurring.
