    Thank you for posting on the Okta community page!

     

    I have done some research and it seems that Okta uses both Twilio and Telesign as SMS providers, therefore, the primary provider is Telesign and the secondary is Twilio. If an SMS attempt fails, the second attempt is automatically routed through the secondary provider.

     

    Additionally, I have managed to find the below documentation that shows how to send an SMS via Twilio using Okta Workflows:

     

    Also, in order to change the authentication flow, you can leverage the Okta Sign In Widget functionality since that might be helpful in achieving your use case:
