Is it possible to have Okta org2org set up in two organizations so both organizations can have users login to each other? I successfully set up a one way relationship (Org A > Org B), but when I try to add the reverse Okta org2org (Org B > Org A), I only get HTTP 400 errors.

It should be possible, but unless you need it for a very specific use case I would not recommend it as there are many variables to consider that might bog down the implementation. The Org2Org implementation is intended for a "hub and spokes" model, where you would have a "central" org that handles others.
That being said, a 400 error typically means an URL is misconfigured somewhere in the implementation. You might use a tool like Fiddler or SAML Tracer (maybe even the dev tools in the browser) to check what URLs you are hitting during the authentication attempt to see where it might be going wrong.
You might also be able to gleam something about the failure from the system logs.
