This seems to be a weird behaviour. Have your tried to do the same test on a different computer to exclude the issue being only on your machine?
Have you also tried doing the same on a browser?
It would be helpful to take a network trace to see if there are any errors/problems when you click on "Open Okta Verify" that would lead to this issue.

This turned out to be a behavior of the safari engine on Mac OS.
This occurs on all Mac devices we've tested on Monterey 12.5
Safari usually prompts a pop-up for launching "Okta Verify" on Mac OS, and in the case of authenticating this is a consistent issue throughout the Mac OS platform when interacting with Okta.
We've now experienced the issue with the Zoom Add-in when using SSO with Okta + Fastpass, as well as Webex app on Mac OS logging in with a SSO enabled account.
A user will go to click on "Okta Fastpass" and even if the user has Okta Verify installed and configured locally, the app will not auto-launch as it is awaiting some kind of prompt.
I've fowarded this to Okta Support but they are pointing the finger at Apple for the Safari windows breaking the OAuth flow.
Not sure who at Apple wants to hear about this honestly.
