The login field value "Dianne.Black" is treated as malformed for some reason. I tried "Diane.Black", "DianneBlack" and they work. What is the reason of that ?

Definitely weird. Tried this on my end and it works just fine for me, so that means it's not a general thing.
Take a look under your Okta Admin Dashboard → Directories→ Profile Editor→ Okta User(default)→ Username attribute (login variable)→ (i) → Format restrictions. Maybe there's something there restricting you.

Hmmm... The error message seems oddly specific when it mentions the field being malformed. Are you manually typing the value in or are you copy-pasting it from another app/source?
With no restrictions, I would have expected it to error out if another user happened to exist with the same value "An object with this field already exists in the current organization".
Try manually typing it on another browser/incognito window with browser extensions disabled and perhaps double check for any empty spaces.
If that's ruled out, open a case to have Okta Support investigate the possibility of the FREE_TRIAL_PHISHING_WARNING back-end feature being the culprit here if you're using a demo org.

Actually, at first I tried to create the user using API and got this error in response, then I tried to create manually (typing the value) in Okta and got it again.
Also was thinking about already existing user with same login, but there is no such user in the directory.
