At this time you can only modify the End-user Dashboard from an Admin side, but it can not be assigned to groups. Please see our documentation for this:

The requested flow that you want does not exist in Okta but you can submit an Idea on our Idea section, this will be reviewed by our Product team and if it's voted in the community it will be added in the future as a Feature.
