Workday User provisioning without activation emails
Our organization has a need to import and provision some users from Workday. The authentication for these users is to be routed to Azure AD as the identity provider. Is it possible to utilize the Workday-driven IT provisioning or real-time-sync to import those users to Okta without those users receiving activation emails for Okta accounts? Since their identities will be provided by Azure AD, these users are not intended to use an Okta password at all and don't need to go through an activation process in order to authenticate.

Thank you for posting on the Okta community page!
I have done some research on my end and it seems that this functionality is not available, but I have checked Okta Ideas and this feature is currently on the Roadmap.
You can also check the bellow link that contains the Okta Roadmap but from what I managed to find this feature should be announced in early Q2:
