I see in workflows that I can create a new google sheet and capture the ID, but when attempting to find the option to add a row, ID cannot be a variable but only a valid existing ID. How can I create a workflow that creates a new google sheet and get the contents populated?

I think that the option you are looking for is the one described in the below KB:

This allows you to provide a TableID rather than to select it previously.
