Express VPN turned on, OKTA delivers a 403 error for CANVAS and for the Coast Comm College District Portal. If I deactivate the VPN, then I can log in. How to fix this? Is there a fix?

A 403 on a sessionCookieRedirect means that you didn't allow redirections to the target app in the Trusted Origins configuration, so it's denied. Note that I said the target app, not the app with the widget doing the redirect (unless it is the same app).
If the user tries to access your Okta org from a blacklisted country/region or IP address, they won't see the Okta login page at all. They will simply get a 403 access forbidden error.
