Is there a way to import attributes to users already in okta via uploading a csv that has the user emails and new attribute linked?

Hope you are referring attribute value. yes you can import attribute value for existing users. You have to do exact match of login (Username) for existing user, any changes or addition will be considered as updates/changes.

ah ok so you have to use username not email.
Yes, Best method to use username. You may get error like "An object with this field already exists in the current organization" if you use email id.
